This is actually a character from Tsutomu Nihei's BLAME! He (or is it a she? IDK.. I bet not tho..) He wasn't given a name in the comic.
 But I just fell in love with his desing!! And He dies in the first chapter too. (oops! Spoilers!) Dammit. Tried to give him some justice but well..Hmm.. I should learn to draw better armors..
